I got responses from two people that I follow. They both referenced this: www.scouting.org/filestore/pdf/34427.pdf .
In reading this from the BSA, to me, it is clear that asking for grants is not acceptable. While I have not done an Eagle Project, I suspect that the Scout has to go ask for donations of materials or money to buy them. That is very different from what grant writing would do.
My wife is in the middle of using the Pepsi Refresh Grant program to help raise money to resurface the school yard. That is a good use of this type of grant. In looking at other people who are trying to get money, I found Scout Units doing the same. Some of them are trying to get money to help Scout Properties, but others are just for the units themselves. While I am not trying to single anyone out, it really gets me that people are using it for the wrong reasons.
A Scout is Thrifty and not into writing grants to get money.
